Library Director, Stevens Memorial Library, North Andover, Massachusetts

Due to a Fall 2026 retirement, Stevens Memorial Library is searching for its next proven professional library leader. They will be a key member of the team in the next stages of developing Stevens' services as we approach the end of our Fiscal Year 2023-Fiscal Year 2027 Strategic Plan. Essential Job Functions:
- Plans and supervises the operation of the Library; assigns personnel and approves work schedules.
- Makes recommendations regarding personnel recruitment and selection, promotions, and disciplinary action, provides training and guidance to new Library personnel.
- Ensures compliance with the Town’s personnel policy and collective bargaining agreements and serves as a member of the negotiation team.
- Prepares the Library budget including staffing plan, capital improvement budget, and community preservation grants; writes and administers library-sourced grants.
- Serves as the chief purchasing agent of the Library, directing expenditure of Library funds and the selection and purchase of patron materials.
- Oversees accounts payables, payroll, and other financial functions for the Library.
- Ensures financial activities comply with Town policies and procedures, as well as applicable state and federal laws, and terms of contracts.
- Develops and implements a balanced plan of Library services including Library programs, policies, and procedures.
- Furnishes professional advice and recommendations for improvement and expansion of Library services.
- Identifies and develops partnerships with other municipal departments and the school district
- Promotes and publicizes Library activities through a high level of visibility and accessibility.
- Recommends and administers policies on the purchasing of Library materials and services in accordance with Town, state, and federal laws and policies.
- Recommends and administers cataloging and processing of Library materials and maintenance of the Library collections in accordance with American Library Association and other industry standards, and in accordance with Merrimack Valley Library Consortium policies.
• Responsible for the care and upkeep of the Library building and grounds in accordance with the Library Board of Trustees and Town Facilities Manager.
- Plans and administers technology equipment and software needs of both Library staff and public users, in accordance with the Town Information Technology Department and the Merrimack Valley Library Consortium.
- Works closely with the Library Board of Trustees and various library committees; attends meetings.
- Participates as a voting member of the Merrimack Valley Library Consortium governing membership.
- Works closely with the Friends of the Stevens Memorial Library, the private 501(c) organization, whose charter is support and fundraising for the Library and provides recommendations in the preparation of their annual budget.
- Works closely with the Massachusetts Board of Library Commissioners (M.B.L.C.) agency and prepares and submits annual compliance reports.
- Recommends use and administers State Aid to Public Library funds awarded to the Library.
- Keeps abreast of state and national trends in demographics, economics, technology, and other areas influencing ever-evolving Library services and operations.
- Maintains affiliation with local, state, and national professional library organizations.
- Provides effective and efficient customer services and promotes and maintains responsive community relations.
- Follows safe work practices.

Minimum requirements (training, skills, education, experience):
Graduation from an American Library Association (A.L.A.) accredited college or university with a Master’s Degree in Library Administration, Library Science, Business Administration or Library Technology; supplemented by 7 - 10 years of experience in library management, library administration, public administration, or any equivalent combination of training and experience.

Knowledge of: Computerized integrated library systems; General Occupational Safety and Health Administration regulations, American's with Disabilities Act laws, and applicable state and local building codes; Recent developments, current literature, and sources of information on municipal library administration and operations; Internet operations and the provision of content and access to internet users; Networking technologies and products related to library operations; Security and related issues dealing with public access to a variety of technologies; Public library administration and operations including management, budgeting, programming, and customer service; M.B.L.C. state finance reports; The use of standard office equipment including computers and relevant software programs.

Ability to: Analyze professional and technical problems and arrive at effective, workable, and timely solutions; Plan and coordinate the activities and equipment used in the municipal library; Analyze problems, identify, and plan for alternative solutions, and implement plans; Multi-task and prioritize work; Train and provide mentoring to staff; Maintain confidentiality; Assign and supervise the work of others; motivate employees to work toward common goals; Establish and maintain effective working relationships with supervisors, elected officials, residents, and members of the general public.

Skill in: Developing and administering budgets; Oral and written communications; Preparing reports and making presentations; Customer service, problem solving, and troubleshooting.

$112,700 to $122,000 commensurate with experience

Children's Librarian (full-time), Stevens Memorial Library, North Andover, Massachusetts

GENERAL PURPOSE 
This position performs a variety of patron services, with special focus on services for children and their parents, caregivers, and teachers. Work is distinguished by the ability to maintain a broad knowledge of children's literature and to help educate caregivers and teachers about reading processes to support children's literacy development.

ESSENTIAL DUTIES AND RESPONSIBILITIES

To perform this job successfully, an individual must be able to perform each essential function to satisfaction.
• Works directly with children, parents, caregivers and teachers. 
• Creates and conducts story times, book groups, and other types of programs for children of various ages. 
• Assists with Children's programming during summer reading and throughout the year. 
• Supports, adapts, or delivers services in a manner which ensures understanding and inclusion of diverse client populations. 
• Highlights the collection by creating a variety of displays. 
• Assists with collections management as assigned, including organization and cataloging. 
• Identifies and suggests appropriate materials for patrons based on age and development level. 
• Provides reader's advisory and reference services to children, parents, caregivers, and teachers using the online catalog, print, and digital resources. 
• Works collaboratively with other Library employees to address and resolve concerns, assists and supports the overall functions serving children. 
• Meets with and assists citizens, in person or over the phone, to assist with general questions or to address concerns and complaints related to Youth Services. Escalates concerns and complaints as needed to Head of Youth Services, Assistant Library Director, and/or Library Director. 
• Provides effective and efficient customer service, which promotes and maintains a culture of responsive community relations. 
• Demonstrates frequent level of independent judgment and discretion in carrying out job responsibilities and making position related decisions. 
• Demonstrates sensitivity, understanding and respect of all Town employees, residents, and visitors. 
• Performs subject area research through maintaining professional memberships, attending conferences and workshops and participating in other professional development activities. 
• Keeps up to date on industry trends and maintains required training, licensure and/or certification. 
• Follows safe work practices and adhere to policies, procedures, ordinances that have been adopted by the Library. 
• May be assigned to staff Library public service desks. 
• Performs related duties as assigned. 

Required Education, Training, and Experience: 
Completion of a Master's degree in Library Science (M.L.S.) or Master's in Library and Information Science (M.L.I.S.) supplemented by two years experience in library services; or any equivalent combination of training and experience which provides the following knowledge, ability and skills:

Knowledge of: 
• Current principles and practices of public library service including, knowledge of reference and information resources, search techniques using print and electronic resources, reader advisory services, and collection management practices. 
• Childhood development and literacy development. 
• Automated library systems and programs and other office applications such as word processing, spreadsheet, and presentation applications. 

Ability to: 
• Maintain a high degree of flexibility and ability to multi-task in order to meet the varying needs of library users. 
• To instruct patrons on the use of print and electronic resources. 
• Work independently with minimal supervision. 
• Establish and maintain effective working relationships with coworkers, residents, community organizations, vendors, and the general public. 
• Learn and maintain specialized knowledge related to children's literacy. 
• Work regularly scheduled evening hours and weekend shifts to meet operational needs. 

Skill in: 
• Designing and implementing engaging and developmentally appropriate lesson plans/programs that support children's literacy development and learning. 
• Working with children and their families to create a welcoming environment. 
• Verbal and written communications. 
• Exercising good judgment, initiative, and resourcefulness in dealing with the public. 
• Listening to patron needs and identifying resources. 

Benefits:
Full-time, immediate 
37.5 hours/week, including 1 evening per week year-round and 1 weekend per month (Saturday and Sunday) in a regular set rotation from Labor Day through Memorial Day.

Eligible for excellent benefits (health, vacation, sick, holiday, etc.).

Hiring Wage Range:
Starting pay: $29.62 per hour without a Master's Degree (Grade 3) or
$31.10 per hour with a Master's Degree (Grade 4)

Compensation is subject to the terms of the collective bargaining agreement between the Town and A.F.S.C.M.E. Local 2978 Professional Librarians

Assistant Library Director, Stevens Memorial Library, North Andover, MA

POSITION 
Assistant Library Director, Stevens Memorial Library (public library for the Town of North Andover)

Essential Job Functions:
- Assists the Director in all aspects of the daily operations of the Library, its staff, and services.
- Drafts work schedules, reviews time off requests and assists in the assessment of staff and workloads.
- Assists the Director in budgeting for the Library and managing expenses.
- Manages the public health and safety of the Library.
- Creates and implements new policies for the Library.
- Assists in the recruitment and training of staff and volunteers.
- Oversees and works closely with the Collection Managers to maintain the Library’s collection of items.
- Coordinates and oversees the public programing offerings of the Library.
- Identifies and promotes partnerships with other Town resources, such as Youth Services, Council on Aging, North Andover Public Schools, the Steven Estate and other organizations and social service agencies.
- Assists in the promotion and publicity of Library services, collections, and programming.
- Serves as a liaison to the public and resolves any complaints that arise.
- Maintains awareness and ensures effective utilization of the Massachusetts Library System and state and regional agencies.
- Works with the Merrimack Valley Library Consortium, Town IT Department, and various library technology vendors to ensure the proper functioning and maintenance of the Library’s equipment and infrastructure.
- Identifies grants and other funding operations to support public programming.

Anticipated HIRING RANGE $90,426 to $98,000, dependent upon qualifications

Technology Services Customer Support Librarian, Merrimack Valley Library Consortium, North Andover, MA

 Do you have the skills to connect libraries with accessible technology solutions? Do you enjoy learning about new technologies and figuring out efficient ways to use them? Are you skilled at troubleshooting issues and explaining technical concepts to others in clear, simple terms? If you’re excited about empowering libraries to succeed in a rapidly evolving profession, we want to hear from you!

As part of our Technology Services team, you will deliver high-quality training, responsive Helpdesk support, and other services to MVLC libraries. You’ll also contribute to maintaining and improving the systems and technologies that libraries rely on every day.

- Act as the go-to person for MVLC’s Helpdesk: coordinate requests, solve issues, and analyze trends to improve training and workflows.
- Update and maintain the online catalog (Enterprise OPAC) and mobile app for member libraries, ensuring they have accurate, up-to-date resources.
- Compile, analyze, and distribute key statistics and reports to support library operations.
- Troubleshoot basic technology issues (PCs, software, and peripherals) and work closely with other MVLC staff to find solutions.
- Provide hands-on training and create documentation that empowers library staff to use new tools effectively.

The ideal candidate understands the needs of library patrons and the staff who serve them. You’ll be able to connect with library staff in a variety of roles to address questions, resolve issues, and deliver solutions. Excellent communication and organizational skills will be essential to assess member requests and involve the appropriate MVLC team members when needed. We’re looking for someone who:

•    Thrives on variety and loves learning new skills.
•    Can communicate complex ideas for a diversely skilled audience.
•    Brings a customer-service mindset and a collaborative approach.
•    Has experience in public libraries, coupled with technical know-how like managing automated systems, databases, or Helpdesk coordination.
•    An ALA-accredited MLS is preferred, but we will consider applications from candidates who possess the necessary skills and expertise to excel in this role.

Health and dental insurance, retirement plan, paid vacation and other accrued time off. MVLC is a remote/hybrid workplace. Employees may elect to work up to 60% of their schedule remotely.  

Salary is $70,697 – $77,461 annually, on a four-step scale.
